The third tier (levels 11-16) finds Franchises achieving a level of power that sets them high above the ordinary poplace. Real-world federations like TNA Impact, ROH and World Class Championship Wrestling from Dallas are good examples of Tier 2 play. Their promotional radius will contain Cities & Mid-level Arenas, and Casual Fans become more aware of their product. Their style is identifiable and their cast of characters is endearing (or repugnant depending on Reputation). In the second tier (levels 5-10), Franchises come into their own. No-name Backyard Feds to Construction-Paper advertising 15 fans into a local armory are good examples of First Tier play. The shows they run are relatively minor, usually promoting in remote homesteads, local villages or distant Suburbs. They are learning the features that define them as members of particular classes, including the major choices that flavor their class features as they advance. In the first tier (levels 1-4), individual Territories are effectively apprentice Franchises.
